Additional Information This is a location drawing of the position of existing services external to the building. The reason that I think it is probably not a 3-D drawing is that it is likely to be provided on paper as well as in digital format, and an orthogonal or orthographic drawing allows dimensions to be measured on the plan as well as being labelled.

Maths vs engineering Your basic engineering drawing is an orthographic (sometimes "orthogonal") projection, i.e. a 2D representation of one facet of 3D reality. In maths - and elsewhere - orthogonal projection is something that doesn't bear thinking about.

Your 3D drawing might be a true perspective view, or for engineering purposes it might be an isometric drawing (all dimensions to scale, which is not true with perspective). For something as complex as a building, this would get very complicated .... For some mechanical component it would work very well. What are they drawing?

Then again, is it actually a drawing (plan) or simply a "plan", some kind of key to their coordinate system?

No expert, but... I'd have thought it has to be "3-dimensional drawing", I don't really think 'orthogonal projection' would make any real sense here.
