This phrase is tripping me up. It's in a short statement from Spain's Secretary of Innovation

"...innovar es convertir conocimiento en dinero, toda vez que la investigación ha convertido el dinero en conocimiento. ¿Cómo nos salen las cuentas en este circuito en España? ¿Es cerrado o abierto?"

I believe the "circuito" being referred to is the cycle from money to knowledge to money.

"Making out" in the sense of making $$$, of course, a common expression, at least where I come from.

If it's for USA it would work, and of course knowing the destination would be helpful

Is our income from this loop breaking even with our investment, in Spain?

I put "loop" so you can then write "Is the loop closed or open?" -- I think they want to know whether the income generated within the loop is breaking even with the money invested, i.e. whether the loop is "working".
