I think that this might be just "training", and in the context of the organization I'm writing for I cannot find examples of "levelling", though in other contexts "educational levelling" and other such terms (which don't mean a great deal to me, at least) do come up...

Can anyone explain to me whether "Nivelación" does actually just mean training or whether it has another meaning I'm missing?

@Phil, because I was agreeing with Kate... and liked her Training Workshop better than any of your alternatives. Nothing to point to any of them in the text. Seems like a nuts-and-bolts topic for a nuts-and-bolts organization so go for a nuts-and-bolts title. You were closest to the concept that seems right IMO and your alternatives are all fine for a context where the title might need a little descriptive sprucing up. They just didn't feel right here to me.

You can agonize over this one, can't you? For a while, but in the end Kate's instinct of simply training is best or as good as any IMO. I found some cases where nivelizacion is translated as proficiency (in the sense of establishing/measuring different levels).
But this just looks more like a workshop for training and forming teams to specialize in union-related Seguridad Social issues to me.
Can't see where levelling or equalizing would come into it, unless they're talking about receiving benefits or making payments into it.
If I was going to do an agree, Phil would be closest.

* I've looked as the CSA, ILO and other sites to see what this type of workshop is all about. They seem to be orientation, training, and empowerment workshops that address how to protect and expand not only individual SS rights, but the existence of these rights. I'd ask the client whether "conformación" meant *"team building", instead of orientation. Based on the rest of the text you provided I think this might be the case. These trained "teams" would be expected to spread what they learned during the workshop and raise awareness of the SS issue throughout the rank and file of their union chapters or workplaces. If you read the final conclusions of the meeting which appear as a link on this site the word 'nivelacion' appears only in the heading so it is a bit of a guess.

En la declaración final del encuentro se reafirma "a la Seguridad Social como derecho humano fundamental, elemento constitutivo e insustituible del Trabajo Decente (junto al Dialogo Social, el Empleo - productivo y estable- y las Normas Internacionales; así como la libertad sindical, la negociación colectiva y las normas laborales) y principal herramienta para la redistribución del ingreso y la justicia social.

This rather suggests that certain rights should be held by all, thus equalization is probably the right concept. There may be a better word though.

refresher/update/foundation/introductory workshop

It basically means ensuring that they're all up to the same basic level - whether you choose "refresher/update" or "foundation/introductory" will depend on what prior knowledge they had, if any. And I think conformación is just another word for nivelación.

We've actually had several similar questions before - see below.

You also have to decide whether you're going to call it a seminar or a workshop - the Spanish uses both words.

Levelling and selection workshop

Levelling is used in education to mean bringing up to standard (see example below) The workshop seems to be on selecting and training union members in social security matters so they can take part on the teams

Those students who, on the advice of their local tutor, need to upgrade their initial level in Mathematics, Physics or Chemistry will take, instead of eligible courses, one or two levelling courses in
one of these matters. Students cannot be admitted to the Master if they need to upgrade their knowledge in more than two areas.
