Context: This phrase appears in a report on aa mass drug administration program against schistozomiasis in an African country.

The sentence is "Conduct an in and out brief of the Mission as required".

It is a bullet point listing activities to be carried out by a team providing technical assistance in evaluating a program of mass drug administration in Africa. Other points include "Review relevant technical reports and other related documents", "Meet with program management and staff at all levels to gain an understanding of the management issues", "Provide an opinion on the strengths and weakness of the management system and make recommendations as required".

I am not sure if "in and out" just means thorough, or if it has another meaning here.
