Parsing? I think you're parsing it wrongly Rebecca.

As far as I can see, it is simply 'circuler' + 'hayon fermé' + portes fermées'

Just one word of caution: it does depend on what type of vehicle is being referred to here? A 'tailgate' on a car might well in fact be a 'tail-lift' if it is on a lorry fitted with a hydraulic / electric tail-lift
