I know that this just means "the person who will be carrying out the activity" but I'm quite sure there must be something snappier and more appropriate that I could use. I just can't think of it, and could really use your help.

'titular' is a moveable feast of a word depending on context. This would do I think.

: owner is widely used in business to denote the person responsible for a particular activity or process within an organisation, but it's not really a legal issue, it's just task allocation jargon.

I am not sure sure at all, that is why I put "owner", otherwise it could be any Tom, Dick or Harry.
