Hebrew term

רואה

Hebrew to English Law/Patents Law (general)
From a judge's summing up of his verdict:

ראיתי לקבל את בקשת עותרת 4 ולדחות את בקשת עותרת 3.

Is this akin to ''decided'' or seen fit''?

decided

The use of the term ראיתי appears to be a shorthand for ראיתי לנכון - which is, indeed, "seen fit" - but English style would prefer "decided"
Example sentence:

In light of these considerations, I have decided to grant the application.
