From a document (Spain) regarding traffic violations and penalties:
"Este trámite va dirigido a las personas que la administración les ha enviado un requerimiento de conductor/a o a las que han recibido un acuerdo de incoación de oficio de un expediente sancionador pero no son la persona que conducía el vehículo en el momento de la infracción."
I have seen the entry on "acuerdo de incoación del expediente sancionador" (http://www.proz.com/kudoz/spanish_to_english/law_general/347... which translates it as "resolution initiating disciplinary proceedings". Now, with the "de oficio" part, would it simply be ""resolution initiating disciplinary proceedings ex officio"?
