Они не доверяют представителям официального духовенства, считая их двойными игроками, которые под видом борьбы с экстремизмом стремятся расширить свое влияние на население.

agree The Misha : duplicitous would be a better term, and it would address Jack's concern too.//The difference is in usage. One is simply the more natural choice for a native. There is no higher truth here, it is what it is, and probably for no good reason at all.
