"(or Mexican corporations) in which Foreign Investors have a majority shareholding" is my first thought, but looking for other suggestions on the best way to word this phrase.

here's the context:

El Capital deberá estar suscrito por mexicanos o por extranjeros residentes en el país en calidad de Inmigrados, en un mínimo del cincuenta y uno por ciento y el cuarenta y nueve por ciento restante, podrá ser adquirido por personas físicas, morales, unidades económicas extranjeras, o por sociedades mexicanas **en las que participe mayoritariamente el Capital Extranjero**.

La participación de la Inversión Extranjera en los órganos de administración de la Sociedad, no podrá exceder de su participación en el Capital, pues en caso contrario deberá obtenerse previamente la autorización de la Comisión Nacional de Inversiones Extranjeras, Igual autorización se solicitará cuando la administración de la sociedad recaiga en inversionistas extranjeros.

Cuando personas físicas, morales, unidades económicas extranjeras o sociedades mexicanas **en las que participe mayoritariamente el Capital Extranjero**, en uno o varios actos adquieran un interés o participación social en la Sociedad, se consideraran por este simple hecho como mexicanos respecto de uno y otra, y se entenderá que convienen en no invocar la protección de su Gobierno, bajo la pena en caso de faltar a su convenio, de perder dicho interés o participación en beneficio de la Nación Mexicana.

Thanks to everyone, other answers also worked but I went with this because Capital Extranjero is used throughout the document with capital initial letters, and I wanted to reflect that with Foreign Capital; that and the use of "majority". Thank you all!
