Yeah, possible In context, that could be fine. "wave" sometimes implies an increase in an existing phenomenon, though. 热 is usually something new. So I would lean towards using "explosion", "jump in numbers", "sharp rise", etc.

Must break down the noun phrase The English "craze" or "fashion" can't function like that at the end of the noun phrase.
An explosion in school transfers, a jump in paid-for school admissions, a wave of parents bucking school catchment areas, many more parents exercising choice in schooling...

This is a phenomenon amongst parents who transfer their children to study at a school of their choice, rather than having their children study at a school closest to home. Can I translate it as "school transfer craze" or "school transfer wave"?

School Sponsorship Fever

In China, you have to buy yourself into good schools by paying a 择校费 or 赞助费. China Daily and many others have translated this into "sponsorship fee". Personally, I would prefer "enrollment buying fever", as "sponsorship fee" sounds like candy coating this discriminative system. "School Transfer" simply means switching to a different school, and doesn't point out the monetary side of the story for this unique phenomenon in China.

As to the translation of 热, I think it's just simplier and more commonly used.
