-Tobin Tax - A Tobin tax is a tax on all spot transactions of one currency into another. The tax is intended to put a penalty on short-term financial round-trip excursions into another currency.
-Spahn Tax– PaulSpahn concluded that the Tobin Tax was not viable as it was virtually impossible to distinguish between normal liquidity trading and speculative noise trading. SPAHN trouvait que le tarif uniforme de 1% par exemple, proposé initialement par Tobin, était d’une part trop bas... Comme alternative il proposa un système double, basé d’une part sur un taux de base particulièrement bas (à peine deux points de base, soit 0,02%) applicable dans les circonstances ordinaires et d’autre part sur un tarif prohibitif applicable dans les circonstances exceptionnelles... Ce qui est important, c’est que le taux bas est nécessaire en permanence pour que le taux élevé soit opérationnel en cas de nécessité... Les deux volets de la proposition SPAHN diffèrent non seulement pour ce qui concerne le taux, mais également pour ce qui concerne la base imposable. Le taux restreint aurait la même assiette que dans la proposition Tobin: l’assiette de l’impôt est égale à la valeur des devises converties. L’assiette pour le taux élevé est par contre beaucoup plus restreinte: elle serait appliquée uniquement aux valeurs dépassant un certain seuil. Cela explique pourquoi
