If it were arbitration it would be binding and all parties would have to attend or forfeit the case in absencia. In the US, at least, at the local and state level, all cases must go to mediation where the parties can optinally reach an agreement, before going forth with the lower or trial court. This apparently is the case here, since the next step is going to be this lower (trial) court.
Hence, through logic it had to have been a mediation hearing.
