I've just come across this question and I think it refers to 'certificado o endoso de movimiento migratorio', i.e. a certificate issued to people who enter and exit a country (migrants).

A literal translation would be "certifying or signing movements", as in crediting and debiting a financial account. Although, as I say below, I feel it is referring to a provision that has been added to an insurance policy. If you're unsure, the best thing to do is to ask your client. Or wait and see if anyone else can throw any light on the matter.

Movimiento can mean action, transaction, etc. I would say that the words rider/endorsement includes the action.
