ממשל מחוזי

The concept of a "Department" as a level of government seems to be taken from the French. The closest would be the level of counties/provinces - although various units of public administration in Israel have district level management, there is no real "district government" as such. However, since the source talks of international, the appropriate term would probably be מחוזי

ייתכן והמילה אזורי קרובה יותר אצלנו ועדיין מבטאה את כוונת המקור.
