Während des störungsfreien Betriebes befinden sich die Zahnspulen der Bremswicklung im Leerlauf.
The document is about an electromagnetic braking system. I wondered about "at no load". It basically seems to mean that no current is flowing through the tooth coils when the device is operating properly.

under no-load conditions
This means the same as "at no load".
I'm just suggesting it as an alternative.

Comment: "Thanks, Giovanni. As you say, it means the same, but is clearer and more elegant.

10 mins
(at) idle
For any power transformer, the maximum flux density in the core is obtained when the transformer is idle.
At idle, the transformer back-EMF almost exactly cancels out the applied voltage.

When the coil is idle, the electromagnetic emissions of the system are no greater than normal industrial and residential electrical equipment.

In this case, the winding is idle for two–thirds of the cycle.

at no load
That's what I have found in an electrical engineering dictionary. "In open circuit" is also given.

in the quiescent state
This is how I would say it if you are really referring to no current flowing.
This is usually used for electronics, but it does refer to current, too.
