my sense is although "reprise" in essence indicates a "taking up", action or engagement, the net effect is that person in question now has partial "responsibilities" within his/her duties for personnel.

It's nothing related to personnel matters or issues, but management.
"reprise partielle" = That person was given only a part of the management duties (employee related).
"Reprendre la gestion" means taking the management duties following someone else.
i.e. she only managed the staff rota or the staff training, the staff briefing, etc.. but wasn't fully in charge of the staff.
She was probably new in the management team, taking these duties step by step.
