Ingreso is Import Wendy's second option is correct. In both World Wars it was not possible for Argentina to import al the goods it had been buying in Europe, and as a result, it was obliged to increase its own manufacturing and develop its own sources of fuel.

Hello, yes you are right. The problem is that I don't have much context since this is the description of a picture. I think it has to do with the importation of good and fuels, because the article is about Argentina and I don´t know how the situation was at that time. I'll talk to the writer of the rticle. As I understand it, this could either mean that the income from manufactured goods and fuel decreased or that the imports of these items decreased. Maybe it becomes clear from the context.

If income from these activities declined, it would not encourage an industrialisation process. However, if for one reason or another imports were to decline, then they would have to be replace by local manufacture, causing the industrialisation your text mentions.
"Ingreso" is often used for "import"
