I don't think there's a specific name for this in English....from what I've found:
"When submitting an application for a building permit or a hearing application you will need to provide a Special Power of Attorney form if the land is not in the applicant's name."

In some instances I found online, it doesn't even appear to be distinguished at all - it was simply referred to as "Power of Attorney" (sometimes with some slight modification: Power of Attorney [for building permits/planning]).
