History
history of the postal service;
Il loro monopolio assoluto i postali lo hanno difeso con le unghie e con i denti, ... ma come altrove anche in Val Brembana prima dei postini agivano i liberi corrieri locali, da e per Bergamo, ed essi movimentavano merci, beni di prima necessità e appunto lettere. Un tipo di traffico, quello epistolare, avocato in forza della legge napoleonica, poi asburgica, poi regia e infine repubblicana.
I'm having difficulty with this sentence, particularly as there seems to be no verb.
Thanks!

regulated under Napoleonic law
avocare is the verb here meaning to take on, assume so I think regulated under here - according to Napoleonic law first then Habsburg, etc

self-referential under Napoleonic law, then Habsburgic, royal, and finally republican ones.

claimed by virtue of the authority....
Isabelle´s suggestion is fine, but you have to consider the whole text: avocato refers to the **liberi corrieri locali**, they claimed the right of delivering letters, and not only parcels, under first the Napoleonic law, then the Hapsburgic [...] against the official postmen.
