I don´t understand what is meant by 'utilizada' here. Would be grateful if anybody could shed some light on this for me :)

A nivel electoral se les usa de forma utilizada por los agentes y actores partidarios, then what I read is self-serving...as in:
At the electoral level they are used by party [agents] and [actores] in a secondary, self-serving,[...] and manipulative way.
