I believe I have found the document you are working on (1st link below, pg 4), and if this is the case, it is not a "to do" list, but rather one of the "course objectives".
I'm pretty sure this is referring to a "(Personal Behavior) Change Contract" (2nd link below), which is used in time management courses the world over. Indeed, I myself have been on one of these courses, which is why it seems familiar to me. In management-speak I would translate "mejora de su tiempo" as "increase your productivity" in English.
