Soldaten und Unteroffiziere
There are 3 types of "troops" in the US military, lower enlisted, senior enlisted and commisssioned and warrent officers. Enlisted personnel have to reenlist at the end of each enlistment. Officers serve for an indefinite period. Lower enlisted would be "soldaten" in German, non-commissioned officers are Unteroffiziere.

Wehrpflichtige(r)
is what we would call a conscript - I know, as my stepson was one; he has now decided to become a Berufssoldat.

By way of further background: conscripts (or national servicemen, as they were called in Britain) after training would normally be distributed among the various units; not all assembled into their own \"involuntary\" units.

Here, the \"call-up\" is known as \"Einberufung\" in die Bundeswehr;
in the US, I believe \"enlistment\" is a more commonly used term.
