I think relay trouble. Relay has sometimes troubled, which keeps Switch on or off. Internal contact of the Relay used to be fixed due to high voltage or current. Some engineer thought Relay is sticking remain keeps On.

Although... It is possible that "sticker" is a typo for "switch". Then the sentence makes more sense...

What throws me off is the weird wording. Without "activate" and "closed", I would think relay stickers are the labels on A) the fuse box or B) the relay itself

more context please Are there more sentences before/after this phrase? Although it's unlikely that the sticker = switch.
