Are you sure you mean "director general"? This term is used in public bodies like the BBC. If it's a company, it's managing director or chief executive.

It's a typo.
I would translate "certificat concernant l'etat de non péril" as " public safety certificate".

"Certificat de Non péril

Un maire peut prendre un arrêté de péril sur certains immeubles ne présentant pas les garanties nécessaires au maintien de la sécurité publique et constituant un danger pour leurs occupants, pour les immeubles contigus ou pour les tiers."

"arrêté de péril" is a "dangerous building ordinance" in planning context.

Not a "typo", therefore, but greatly abbreviated and addressed at professionals in this area.
