Propun să mergi pe o variantă cât mai apropiată de cea din română. Pe eur-lex se foloseşte de multe ori "state-owned" pentru "de stat", iar în baza terminologică IATE (iate.europa.eu) văd că se preferă "undertaking" pentru "întreprindere", deşi sunt valabile şi enterprise, şi company.
