Yolanda, I am not sure whether it is a counsel, because in many (and perhaps not in all) Latin American countries and far as I know in Spain wills are not prepared by lawyers but by Notaries Public. But I think that Official Notary Public and Deputy Notary Public might work. I found a couple of web pages.

So could you say OFFICIAL COUNSEL and DEPUTY COUNSEL? Since it is dealing with someone counseling and working on a legal document?

Titular = Notary public with Record book/Book of Notarial Records under his/her custody
Adscrito: Notary public temporarily assigned the custody of the Record Book/Book of Notarial Records

From what you are describing and without further context, I assume that they are talking about Notaries public. The "Titular" is the notary public permanently in charge of the Records. The "Adscrito" is temporarily appointed and may also be an assistant to the Notary Public.
