Shouldn't it be:
“ … ascending as to the level/ with regard to the level."

" ... are listed in a level-ascendant order."

Generally it is stated as "in ascending order."

I would probably write "in order of increasing level"

If you search the web for the exact phrase: "listed in ascending order according to", then you will find many examples.

Out of your context, you will probably find a good way of saying it. It could be written like this: "the rows are listed in ascending order according to level".
