"Draw"and "block" are basic types of domino games in English-speaking countries, but they rarely if ever seem to be played in Spain and Latin America, where dominoes is nearly always played in pairs, each of four players starts with seven dominoes and there is no "boneyard" (undistributed dominoes), which is the basis of these games.

The essential difference between draw and block is that in draw, when a player can't make a move he/she draws a domino from the "boneyard". In block, players don't draw from the "boneyard"; if they can't move, they pass. In both cases the game ends when either one player plays his/her last domino or when no one can play (everyone is blocked).

I've found draw referred to as "abierto" or "robando" and block as "cerrado" or "sin robar". "Robar" is used here in the sense it has in card games, of drawing or picking up a card from the pack.

These same terms are found in some other places. They are the only equivalents I can find. Although they are found specifically in relation to games for two players, I think the terms "abierto" and "cerrado", probably adding "robando" and "sin robar" to clarify the meaning (as above), would be the best option here.

By the way, I've just realised that "dominó de empate", which you occasionally see, is just a crude mistranslation of "draw dominoes" (the wrong meaning of draw!). It's found, for example, along with "dominó de bloque", in this page translated from English:

Draw game
In the Draw game, players are additionally allowed to draw as many tiles as desired from the stock before playing a tile, and they are not allowed to pass before the stock is (nearly) empty.[4] The score of a game is the number of pips in the losing player's hand plus the number of pips in the stock. Most rules prescribe that two tiles need to remain in the stock.[5] The Draw game is often referred to as simply "dominoes".[6]
