It is a slogan type term and has to be as succint as possible. In this context:
"¿Por qué en España? ¿dónde en España? Apostar por España."
For the moment I see this way:
"Why Spain? Where in Spain? Bet on Spain!/Go for Spain!."

: I would prefer Banking here as it used more as a gerund. There are lot's of ways of saying this but I agree with Noni when she says that she always winces when she sees this phrase. This would be as good as any though.

: I agree with Neil - it's just not the right time to use "bank" and "Spain" in the same sentence if you are striving for a positive image.

Choosing Spain
"Apostar" is always a tough one to translate. I would suggest either "Choosing Spain" or "Backing Spain" here.
