Da Inglese a Italiano Legale/Brevetti Legale (generale)

"The police can extend this detention for up to a further 12 hours but only if a Police Inspector agrees to this. You have the right to have your say about this decision, unless you are not in a fit state".

Trovo questa frase in una carta dei diritti per le persone trattenute presso una stazione di polizia perché sospettate di aver commesso un reato. Non capisco quel "fit state" in questo contesto.
