This allows banks to offer larger loans or to spread risk. Either one lead bank will offer the loan and then acquire the participation of other banks (in which case the loan will be subordinated for these other banks), or the borrower will deal with all the banks together as a syndicate.

Some of these examples here are talking about the bank's "final participation" in a syndicated loan but in your example, it looks as though the author is talking about the loans themselves or the limit to the bank's participation in syndicated loans.

It's hard without further context or details in the text and without further evidence to be obtained from the internet so I would leave a comment for the client but it seems logical to me that syndicated loans are what is being talked about here.
