Actually, I don't think this refers to the handle/lever,
but rather to the shock-absorbing arch form of the rear axle.

I'd use:
ציר אחורי 'אל רתע' עם קשת תלויה
or:
ציר אחורי ללא רתע עם קשת גבוהה

From what I know, the arch is actually part of the frame, but they are referring to the arch part that you hold to push the stroller.
