The full phrase is 'Formular en papel con emblemas conjuntos, de ser posible su composición'.
This is from a framework agreement for co-tutelle agreements for PhD students between a Spanish university and universities outwith Spain. This is a footnote for the appendix 'CONVENIO DE COTUTELA DE TESIS DOCTORAL'.
I don't know what the end of the phrase means. I'm happy enough with 'written on paper with emblems from both institutions...' but struggle after that. Any help would be greatly appreciated.

I think they just mean can you stick the two emblems on the same sheet of paper.
