The definition of dead legs in API 570 is "Components of a piping system that normally have no significant flow. Examples include the following: blanked branches, lines with normally closed block valves, lines with one end blanked, pressurized dummy support legs, stagnant control valve bypass piping, spare pump piping, level bridles, relief valve inlet and outlet header piping, pump trim bypass lines, high-point vents, sample points, drains, bleeders, and instrument connections"

Stagnant water favours Legionella growth. To reduce the risk you should remove dead legs/dead ends in pipe-work, flush out infrequently used outlets (including showerheads and taps) at least weekly and clean and de-scale shower heads and hoses at least quarterly. Cold-water storage tanks should be cleaned periodically and water should be drained from hot water cylinders to check for debris or signs of corrosion.

Removing dead-legs (pipe branches or laterals that are capped off or rarely used) is critical to Legionella control. Dead-legs harbor stagnant water. Legionella bacteria growth in dead-legs can contaminate the entire domestic water system.
