It is a government office, lower in rank than a sub-directorate. It has several offices. The person who heads it is a General Director.

It does not matter if a school is public or private. All government ministries have Direcciones Generales dedicated to certain activities, the same happens with the Education Ministry (Secretaría de Educación)

: The question is about a Mexican certificate of studies, not from the US, and the certificate is issued by the government, whether the school is private or public.

Of course it's not from the US, but it's being translated into English, hence the relevance of the US (really shouldn't need to be explained).
As for the certificate, that's why giving the context is always so important, since schools issue certs as well

"General Directorate" would be approppriate for an American audience, but not "Directorate General". I was just awarded a question today on the very same term.
But if you refer to the "Dirección" at the end, if it is a high school, that is the "Principal's Office" if a US equivalent is sought.
