That IS the whole sentence on the document. This is a summary of psychological results of the MMPI test. The other statements are related to other areas of the test.

full sentence? as it is, there's no indications as to what "tangentially" is qualifying/referring to; what you have given is not a full sentence, but only the end of the sentence.
Could you give the FULL sentence, to have some idea as to WHAT this person was having an experience of in a "tangential" manner?

Looks like a "borderline" case of some psychological state characterised by "acceleration of speech and changes in topics", but it would be really unwise to translate an adverb without knowing what it is qualifying.
