be changed to
Chairman, Meeting of the Chapter Presidents of the Association for Farmland Consolidation in Nakada Area?

Some one said "Presidents' Meeting" is weired."

Is that so?

OK as is. In my opinion, the sentence is ok as is. If there are more presidents (and it looks like it, otherwise there would be no need for a Chairman), then the apostrophe comes after the s. I wouldn't introduce the word Chapter, which is not in the source sentence.

In moderation! Nakada-Area is OK (though not strictly necessary); however, 'Farmland-Consolidation-Association' would not be right (nor necessary). I think the most helpful hyphen here is indeed Chapter-Presidents; but you have omitted the apostrophe on Presidents', which seems to be the key thrust of Asker's question. Assuming it is intended to be a meeting of just Presidents (and as Writeaway has pointed out, that assumption may be wrong), I think the apostrophe is required, or else, my preference would be to start it with 'Meeting of...'.

Whether any of etc. may be required instead of the comma after Chairman rather depends on the wider context in which this appears.

Since the complete sentence has not been provided..here's what I figured. If the "President" means a single person, then it should be "President's". If it more than 1 person then it should be "Presidents'

I agree with the person who said it's weird — or at least, it sounds awkward and unnatural!

There are several reasons for this, none of which could be regarded as a 'grammar rule' — it's just a case of euphony and, well, native-speaker 'feel'.

First, it starts off a bit awkwardly by saying "Chairman Presidents" — that's the way it would read if you imagine saying it in your head.

Then, it isn't really a meeting BELONGING TO the Presidents — it's a meeting OF them, but not really in a truly possessive sense.

Depending on how it actually fits into your text / sentence, I'd be inclined to write it as:

Chairman (of the) Meeting of Chapter Presidents of the Association for Farmland Consolidation in the Nakada Area

or even:

Chairman (of the) Meeting of the Association for Nakada Area Farmland Consolidation Chapter Presidents

I would include the first 'of the' unless this is in some kind of list (like a CV), or if it is, for example, the sign-off for a letter or article.

The apostrophe is correct as used, but the key issue is reformulation. An abbreviation would come in handy.
How about:
Chairman, NAFCA Chapter-Presidents' Meeting (Nakada Area Farmland Consolidation Association)
