I am translating a certificate ("un certificat de prise en charge").
Would it be corect to say that this is a certificate of guardianship? Or would it be more accurate to say "Certificate of dependants"? I am not sure whether legally it's a same thing or not.
This certificate is stating that the person has x,y,z person "a sa charge".
En francais quand on dit "Avoir des personnes a sa charge" est-ce que cela veut aussi dire qu'on est guardiens? Ou est-ce que cela veut juste dire qu'on est responsables pour eux, qu'ils sont dependants de nous (financierement)?

There seems to be a slight variation of language from one country to another but if it is to declare children etc. in your care, then this should put you on a possible right track

From which country it is? For what purpose? Supporting a visa application?
What is the full sentence containing "Avoir des personnes à sa charge"?
As it is, two options are possible.
Que ce soit ses enfants majeurs ou son grand-père en avoir la charge signifie -en général- qu'on subvient à leurs besoins matériels.
