I'm having some trouble with the term 'desacople vibratorio'. It appears in a document written for engineers describing a manufacturer's exhaust brackets for vehicle exhaust lines.
The term appears in a list that states the main functions of the exhaust brackets:

Later in the document it describes the different parts of an exhaust line, including the following definition which might help:

They mean, for sure, that one of the purposes of the exhaust brackets is to isolate the car body from the vibrations from the engine and which the exhaust line transmits along the full car body length (in part, because the engine anchorage points do it for the most part, through the silent blocks mounted on them).
I would say, in English, either "to keep engine vibrations off the car body" or "to isolate the car body from the engine vibrations transmitted by the exhaust line" or something along these lines -I am not a native, so these two options can both be fine tuned.

Oh, and the "elemento de desacople" is, in fact, the coupling between the exhaust manifold and the exhaust pipe. This is usually a "brida" (flange), although this may, and sometimes is, a complex one in that, besides being a coupling, it also dampens vibration and allows for some misalignment between manifold and exhaust line as well, plus it is gas-tight at high temperatures.
