Portuguese to English Other Government / Politics Social inclusion
I'm looking for a translation that conveys the message. 'Include to Develop' seems unclear to me, and 'Include in order to Develop' seems too heavy for a title.

O presente documento apresenta o Programa Políticas de Desenvolvimento no Estado de Sergipe II. Reitera o compromisso do Governo de Sergipe em erradicar a extrema pobreza no estado por meio do desenvolvimento econômico inclusivo e da construção de uma sociedade para todos, em consonância com as iniciativas constantes do Plano Plurianual 2012-2015 - Sergipe: **Incluir para Desenvolver**.

Thanks to everyone! It was very hard to choose, but I finally went with Raquel's suggestion because it preserves elements of the original while still making sense in English. Since my client operates in a multilingual setting, there is an advantage to making it similar to the Portuguese. I liked some of the other answers a LOT, so please don't take it personally that I didn't choose yours.

I don't know about you, But I really don't like "through" being used as "by means of".

Include and Develop

That's a toughie. However if you were to leave it as Include to Develop, I think that would be ok too, in order not to stray too far from a phrase coined for government policy.

It's just a heading. The theme is social inclusion. So the context will take care of that. You can't make the title too big.

Since this is the title of a document, my interpretation would be: "Development for All"
