Was is written by a English native speaker? It seem odd that they call it "responder" instead of "respondent". The phrases are a bit odd too

Quien responde [el que da respuesta, satisface la solicitud]

Literalmente “respondedor” “contestador”...
Un poco más de contexto sería de agradecer. Pero a bote pronto... entre “requester” (solicitante) y “responder” (quien satisface la solicitud)... esta sería una posibilidad.
