Discussion
officials are not allowed to indulge in spending funds allocated from ANICT (Agence Nationale d’Investissement des Collectivités Territoriales) on vehicles (for their own use, either openly private or supposedly for official use) and on refurbishing their own private residences (a "villa" in Mali is exactly that, just a villa, but in relative terms it is roughly the equivalent of a mansion / manor house / château given the general standard of living).
