negative verdict Ik heb beroepsmatig wel eens lopen bakkeleien met Welstandscommissies. Hun gebruik van "advies" is een eufemisme voor een keihard oordeel. Wat hier eigenlijk staat: Gaat NIET door, architect moet naar ONS luisteren!

(Overigens zitten er in zo'n WC ook onwelriekende, oncapabele figuren.)

Okay, then I would like to hear another suggestion Since 'voorlopig negatief advies' is 100% good, acceptable and authentic Dutch and not ambiguous at all.
It conveys the 'advies' may change into a 'positief advies'. Things are hanging in the balance.

What is the English equivalent?

Please note, Natasha mentioned 'in eerste instantie negatief' (= voorlopig negatief).
I agree with her interpretation of the passage.

Hmm. As I said before, I just don’t think it sounds right. When ‘provisional’ or ‘conditional’ is used, it is customary to have something positive, not negative. ‘Provisionally negative X’ is just plain confusing. The whole point of these decisions/opinions/recommendations is to ascertain whether something can be built, not whether it cannot be built.

Michael, this is what I was thinking, 'provisionally negative decision’ (perhaps 'opinion' can be used as well. Not sure.)

However, is this a good translation, acceptable English?

If so, then this is what I would use in this context.

why invert? well, the heading says 'a negative decision, unless (our requirements are and can be met)' rather than a 'a positive decision, unless ( our requirements are not or cannot be met)', so 'negative' should be kept in the translation.

It is not like they have in fact issued a negative opinion, which can be changed if the bouwplan is changed. They say: our opinion will be negative, unless you change the bouwplan. That is, its receiving a positive opinion will depend on whether the aanvrager changes it or not. The aanvrager is in fact first given the chance to change their bouwplan. That is: we are talking about a ‘conditionally positive opinion’.

Ik had niet gezien dat er na 'een negatief advies, tenzij' nog een keer 'een negatief advies' volgde.

In dat geval moet je natuurlijk iets met dat 'tenzij.

I suppose the question is, are 2a and 2b equivalent? I think they are.

I weet niet of ik je juist begrijp, maar als je het dan wilt vertalen, zit er niet anders op dan dat kopje te vertalen met de vertaalkeuze die je in de zin maakt en dat is hoogst waarschijnlijk 'unless'

Dan krijg je:

A negative advice, unless

Waar is dat voor nodig en wat voegt het toe?

Dubbelop, 'tenzij' volgt al in de zin daarop.
Waarin in feite wordt herhaald wat onder positief advies is gezegd.

Thanks Phil! Yes, it sounds a hell of a lot better than some sort of ugly ‘negative, unless’ construction.
disagree Natasha Ziada (X) : I don't think this is right. According to the ST the council clearly issues a negative advice, that will ONLY be overturned if certain conditions are met. So it is clearly not a positive recommendation.

They don’t actually issue a negative opinion, but say that IF the applicant does not change the bouwplan, they will.

Have you tried clicking on the first link in my answer? The Google search for "conditionally positive opinion". / I know, I wouldn’t use ‘advice’ either. I’d use ‘opinion’, ‘recommendation’ or ‘decision’.

'advies' is used in the singular in dutch, but is uncountable in English, and therefore decision is suitable.
