jacket retrofit

巻き立て=jacketing; wrapping around. For columns, this method of wrapping another material around the column is usually called jacketing.
補強=retrofit in this context; reinforcement; strengthening

Jacketing of existing columns, by wrapping around steel plates, reinforced concrete or fiber materials (FRP), is quite common. This is done to retrofit the weak column member; in other words, to add strength to it at a lower cost than replacing the column.
