franquear o acesso ao local do acidente

Here goes the text:

"Franquear ao representante da Seguradora o acesso ao local do acidente e...."

In an insurance contract document, this is part of a list of actions the insured party must take in the event of an accident. I thought "franquear" (in insurance area) means to send/submit a fault report clearance, but "o accesso ao local do acidente" is what throws me off. Thoughts on this would be appreciated.
