En primer lugar cabe señalar que, como se ha mencionado anteriormente, dada la diferente estacionalidad entre los ingresos y costes del sistema y que los ingresos por peajes de acceso correspondientes a lecturas de electricidad de un mes no se reciben completamente hasta tres meses después, se produce un desajuste entre ingresos y costes mayor en las primeras liquidaciones del año, que va reduciéndose conforme avanza el ejercicio, así como un coeficiente de cobertura menor en las primeras liquidaciones del año.

These are "liquidations," but, here, "first settlements of the year" might work better...

I think it means that their payments are higher at the beginning of the year. For example, they probably have to pay income tax, VAT, etc. for income they have not yet received.

It happens a lot in Spain, businesses (and freelancers) issue invoices and have to pay the corresponding tax without having received the money.
