These are "liquidations," but, here, "first settlements of the year" might work better...

I think it means that their payments are higher at the beginning of the year. For example, they probably have to pay income tax, VAT, etc. for income they have not yet received.
It happens a lot in Spain, businesses (and freelancers) issue invoices and have to pay the corresponding tax without having received the money.
