You may certainly word this otherwise, but the article is saying that "The right to receive an unconditional legacy (devise; bequest) as well as a legacy (devise; bequest) effective on a given date vests upon the testator’s death."

legado puro y simple = unconditional legacy/devise/bequest; legacy/devise/bequest not subject to a condition or term

legado de día cierto (i.e., legado que hace el testador señalando el día en el cual ha de entregarse la cosa legada) = legacy/devise/bequest effective on a given date

agree Jennifer Levey : Correct. And, just to give an example of where 'día cierto' might apply, consider a case where a testator makes a bequest that is to become effective only when the beneficiary reaches the age of majority.
