除動運転

止めて処置するべきところを、除動運転中のワインダードラム表面の付着異物を安全柵の隙間から手を入れて取ろうとした際に右手を巻き込まれた。
先輩からワインダー停止後に掃除するよう指示されたが、除動運転のドラムに手を出しドラム表面のセパレート紙を取ろうとし右手を巻き込まれた。

If the kanji is incorrect and should be "徐動" as suggested I think the term is "jog speed"

If the kanji is correct, I think this might refer to shutting down or the operation to remove the spool. If it was during the run, a scrap attached to the drum would have been covered by the paper and the worker was told to wait until everything had stopped before cleaning which leads me to think it was at the end of the process or when the spool would be removed for cleaning take place before the next run.
