Možda je ovo loš engleski, ali radi se o putevima koji se ukrštaju. Da li mi imamo naziv za takve puteve?

Sto se tice termina o "putevima koji se ukrstaju",moze se upotrebiti rec raskrsnica. Medjutim, u ovom delu teksta, mi izgleda vise da je rec o prelazenju puta.

Most probably, it is present participle functioning as an adjective.
If this about road design than the meaning of this title is definitely "kako projektovati ukrštanja s drugim putevima", up to you to make it sound nicer ...
Sounds like guidelines for designing a new motorway or a new road, but it's a bit of a mystery why should any "owner" (owner of what?) have any say on a road design.
And the biggest mystery is why it should be classified as
Tech/Engineering - Transport / Transportation / Shipping?
BTW crossing is not here an adjective - it doesn't mean "ukršteni putevi", it's a verb in the infinitive form, basically meaning "[kako] ukrštati puteve"
